Several messages are circulating concerning how-to, or want-to, modify
VHF or UHF amateur gear for out of band operation. Why anyone would be
so blatant as to tell someone how, or request to violate the law is
beyond apprehension. We are not talking about MARS frequencies, but
allowing amateur gear to transmit in the commercial bands. This is
clearly unacceptable, and sysops should kill those messages when they
appear. Locally several individuals have been investigated for operating
amateur equipment in the public safety and commercial bands. Putting
your 6 meter radio on 47.42 to help the Red Cross is illegal. Operating
your Kenwood on a GMRS system or commercial UHF box is illegal.
Locally we provide the FCC enforcement section call signs of anyone
requesting how to or trying to stimulate a data base on illegal mods.
FCC type acceptance is the bottom consideration, as well as common sense.
We hope the FCC will discuss the appropriate aspects with the individuals
conerned. It is no wonder that others are able to attack our hobby,
since we provide them the ammunition to do so.

On November 28, FCC released PR Docket 89 552, its proposal to
establish service rules for the use of the 220 to 222 MHz band by
private land mobile licensees. Establishing the regulatory framework is
required before FCC can license land mobile operators on the band.
This proposal does not affect the ARRL or the Department of Defense
filing to the US Court of Appeals for the DC Circuit to review FCCs
reallocation decision in PR Docket 87 14.

At first glance, the solar flux for November is not too impressive.
Its high of 271 was exceeded in several earlier months. September
reached 305, June 327, February 279 and January 294. The November
lows, on the other hand, were well above the low records of all
other months to date. As a result of these figures, November 1989
was probably the best month of cycle 22 so far, all amateur DX bands
considered.
Nobody knows how high the solar flux will go before it turns
downward. Detailed solar flux records back to 1947 show higher flux
numbers than those seen in cycle 26 so far. It is thought that
appreciably higher flux readings will help the bands in the 28 to
148 MHz range at the expense of the more densely occupied lower
frequencies. The current characteristics of our bands are changing
from day to day and cycle 22 is only about four years old. It
appears that November may have set a pattern of propagation that
will be with us for some time. Daily visual observation of the sun
shows a more stable pattern in recent weeks, as far as numbers are
concerned, but the appearance from day to day changes quite
markedly.
American sunspot numbers for November 23 through 29 were between 144
and 173 with a mean of 159.4.

Does anyone have information on modifications for the Motorola HT-600 or
Motorola Radius P-200 (the same radio inside) to change a 2 channel radio
into the 6 channel. The EEPROM inside the unit will hold the info for
channels 3-6, the binary coded decimal channel selector switch will select
channels 3-6 but the darn thing won't transmit on anything but channels 1 & 2.

RTTY DX Notes for week ending 1st December 1989.
Conditions on the bands this past week have been rather odd. There was
very little around at the start of the week, but as the week progressed
conditions seemed to improve, and by the end of the week the bands were
fairly busy.
Saw someone the other day using the frequencies very efficiently.
A message from Canada to Hong Kong via packet radio had 19 lines of
addresses and one line of message, but then it had only been on the road
for eight days at that time. Gee, this packet stuff is very efficient!

Notes of Interest:
There was a slight typing error in last week's notes. N2HOS is QSL
manager for VU2SJV, not VU2SJ as stated. Sorry about that.
EA9JV has indicated that he will be going to 7X Algiers early next
year.
5Z4BH says that he has not been able to convince T5CT that amateur RTTY
is much better than commercial RTTY. J52US had the same attitude until
he tried the amateur bands.
YI0BIF is the special call for the Baghdad International Fair. Cards go
to the normal YI QSL address.
ZS8MI can often be found on SSB or CW and will go to RTTY upon request,
so Tom OD5NG says.
JD1AMA indicates that JA3EMU will operate in January from JD1 Ogasarawa.
It seems that there is some problem with the QSL path for the Hungarian
DXpedition to XW and 1S. The FDXF says not to send cards to Box 88F,
35170, Bruz.
Marquesas and Australs Islands have been refused admission to the DXCC
list.
>From reports that I have received, there appear to be two groups
expecting to be operational from Bouvet Island. First there is the Club
Bouvet who expect to be operational by 23 December for some weeks, and
then there is the NCDXF who hope to be active in February. They are
entirely separate groups. Cards and donations for the Club Bouvet
should be sent to Club Bouvet, Box 88, N1361 Billingstradsletts, Norway.
We hope that both groups make it and that friendship will prevail.
